I read the XEP such that each and every message exchanged SHOULD contain a
chat state. If a message lacks a state, something's wrong and chat states get
disabled because notifications should be bidirectional (e.g. if the first
reply to a chat state-enabled message does not contain a chat state,
subsequent chat states MUST NOT be sent).
